However, can you be sure the letters got to the owner, ie if he is on a foreign posting and only comes back once every two years. George, I'm intrigued how you know this car was tested in Harlow. I would like to learn how one can discover the location of an MOT test centre from the DVLA website. This would be most useful in my researches.
